Update nt installation instructions to point to supported method

* nt/INSTALL: Rename from INSTALL.MSYS.

* nt/INSTALL.OLD: Rename from INSTALL.

* nt/configure.bat: Update for INSTALL name changes.

* make-dist: Update for nt/INSTALL* changes.
